Planning Board voted 6-1 to greenlight the final phase after months of testimony.

Jersey City’s Planning Board voted 6-1 on June 16 to approve a 168-townhome development in the Port Liberté neighborhood, ending over a year of hearings and opposition from a local condo association.

The project, called Liberty Watch, will occupy the last 10 acres of vacant land in the waterfront community, adding 19 new buildings with lower density than originally allowed — a move that aims to balance growth with neighborhood concerns.


Developer Pulte Homes of Bridgewater will build the townhomes, each with three bedrooms and four stories reaching 55 feet.

The plan includes 336 parking spaces for residents and 80 guest spots, plus 168 bicycle parking spaces.

Lawyers for the existing Port Liberte Condo Association argued the redevelopment plan had expired and that necessary easements were missing, but the board found its role limited on those issues.

Impact: Residents will see new roads, a playground, and a green space along Chapel Avenue, with 197 trees and 1,702 shrubs planted to enhance the area.

What Happens Next: A groundbreaking date has not been announced, and it remains unclear if litigation will follow the approval.

The approval marks the final chapter for the long-planned Port Liberté community, with construction expected to bring 168 new homes to Jersey City’s waterfront.
